Kyo kusanagi is the blue print for NESTS world domination. They intend to clone the worlds strongest fighter/KOF champion and emulate his endless flame powers for their evil needs... Her are some of the major clones that were introduced in the game as well as the comic.

Kyo - 0 was the original prototype clone of Kyo and was introduced in the manga comic KOF Zillion.
' In a castle on the top of a cliff, Dr.
Makishima, the well-known professor for N.E.S.T.S. sighed about
Zero's failure to bring back Chizuru Kagura. Dr. Makishima said,
"N.E.S.T.S. will one day rule the Earth. But there is a flaw
in our cloning plans... According to our data, Kyo Kusanagi has
never killed anyone in his life or possessed any intention of
doing so. So you, the cloned Kyo, has no killing intention and
thus will malfunction when you try to kill someone." Dr.
Makishima continued, "This mistake will also sabotage the
movements of all the millions of clones distributed all over the
world! Therefore, I must correct this problem before the
organization finds out..."
"But I am different from the rest of the clones,
Professor...", said Zero.
"No, Zero... The only difference is that your body is
upgraded and is installed with better reflex system, but your
brain is still the same as the other clones. Also, 80% of your
body has been changed and that is why your body possesses more
power. Only two people in this organization have been able to go
through this operation successfully.", replied Dr.
Makishima.

The Kyo clones ( Kyo - 1 & 2) made their first appearance in KOF 99.

So X's plan is now to crash the plane onto the
roof top of the building so that his X Cannon will explode and in
the event, releasing the deadly X Virus to the entire city!
X reveals his real identity to Foxy and Diana and he is none
other than Kyo-3, one of the clones of Kyo! At the same time, he
releases his true powers - Omega-X powers!

Kyo-3 has always looked upon Zero as his master
and knew that Foxy and Diana were against them all along. This is
one of the main reasons why Kyo-3 is so furious against them and
the entire NESTS cartel! During the battle between him and Kyo
(on a dam), X arrogantly boosts his ambitions to Kyo by telling
him his plans: After defeating Kyo and letting the world know
that he is the real No.1 fighter in the world and he would spread
his X Virus to certain cities nearby using the waters stored by
this dam!
Ever since X was born, he had always felt that he was fated to
walk a path of a powerful fighter!
In order to fulfill his dreams, X had been challenging a lot of
fighters in his life and had never suffered a loss, until Zero
appeared before him!
X was then defeated totally by him and due to his greatest
respect for him, X decided to become his disciple. Unfortunately,
the battle at the South Town in KOF2000 had caused X to lose his
dearest master. X then swore to Zero that he would exterminate
all the NESTS members so that he could rest in peace...
Kyo 2000 another clone with the combined powers of Kyo & Iori (red/purple flames). Being slapped by Kyo, Kyo2000 gets furious and combines the powers of Hakeshu (learnt from the brainwashed Iori's cousin - Miss X) and Kusanagi to attack Kyo. But liittle did he realise that when he tries to combine these two powers, the powers will contradict one another and will hinder his attacks instead...'
